Question:

Is it necessary to go for khurooj (tableegh)? Answer: ﺑﺴﻢ اﷲ اﻟﺮﺣﻤﻦ اﻟﺮﺣﯿﻢ In the name of Allah, the Most Gracious, the Most Merciful

According to the more correct opinion, enjoining good and forbidding evil is Fard Kifayah (a collective responsibility), i.e. if a group of people fulfill this great responsibility (e.g. The Ulema/Imams advising their communities, those who participate in work of dawah, etc.), then it will fall off the shoulders of the rest of the Ummah. In certain circumstances, enjoining good and forbidding evil becomes Fard Ain (an individual duty), i.e. if he does not fulfill this responsibility, he will be sinful. Some examples of it becoming Fard Ain are: when he is in such a place where only he knows of it (i.e. the evil) and he is capable of removing it, or he sees those whom he is responsible for, e.g. his wife, children, students, etc., committing sin or neglecting their obligations. Without any doubt, the effort of khurooj (a form of dawah initiated by Moulana Ilyas ﺗﻌﺎﻟﻰ اﷲ رﺣﻤﻪ) has been a means of many people practicing Islam, however enjoining good and forbidding evil is not restricted to this particular manner. In addition, to claim going out in khurooj is fard and those who do not go will be sinful, is incorrect. Nevertheless, we should still participate and encourage others to go for khurooj due to its many benefits. Also, while giving dawah, one must remain under the supervision of scholars and consult them, otherwise they will fall into ghuluw (extremism).
